本文介绍了日本川崎临海地区在治理环境污染、实施产业转型的过程中如何通过产业升级而实现“工、商、住”共存的几个案例。其中,重点介绍了两类案例:一是企业自身通过技术研发进行产业升级;二是将原来的工业用地转型为商住用地。这些案例说明在环境治理过程中,为了防止经济萧条,不应该轻易放弃制造业;同时也说明,在转型过程中,发挥民间主体力量相当重要。
This article describes a few cases of how “industrial, commercial and residential” co-exist in the coastal areas of Kawasaki in Japan in the process of environmental pollution control and industrial restructuring. Among them, two kinds of cases are mainly introduced: one is that enterprises themselves upgrade their industries through technological research and development; the other is to transform the original industrial land into commercial and residential land. These cases show that in the process of environmental governance, in order to prevent economic depression, we should not give up manufacturing easily. At the same time, it also shows that it is quite important to play the role of non-governmental civil power in the transition process.
