我国西部地区经济文化相对落后,社会发育迟缓,社会管理理念滞后,法律法规不够健全,社会管理主体单一,管理方式手段僵化。急需转变政府职能,依法规制政府权力,保障其他社会组织和民众参与社会管理的合法权利,改善管理方式和手段,提升管理实效,走社会管理体制创新的法治化之路。
The economy and culture in the western region of China is relatively backward, the social development is sluggish, the concept of social management lags behind, the laws and regulations are not sound enough, the social management subject is single, and the means of management are rigid. There is an urgent need to transform government functions, regulate government power according to law, protect the legitimate rights of other social organizations and the public to participate in social management, improve management methods and means, enhance management effectiveness, and take the road of legalization based on the innovation of social management system.
