第一条:本规则依民主集中制之原则进行之。第二条:大会设主席团,名额定为三十七人,由大会筹务委员会就代表中提出名单,经大会通过,并由主席团互推十一人,组成常务主席团,每次大会,由常务主席团推定一人或二人为执行主席,主持会议。第三条:每次大会开会前,应由秘书长将出席及缺席代表人数,向大会提出报告。第四条:每次大会,须有全体代表过半数之出席,始得开会,每一议案,须有出席代表过半数之通过,始得决议,赞成与反对同数时,取决于主席。第五条:各代表应由本人亲自出席,不得请人代替。第六条:出席代表,均有发言权、表决权、选举权及被选举权,列席代表只有发言权。第七条:每一提案,须有二人以上之连署,始得成立,临时动议,须有三人以上之附议,始付讨论。第八条:大会提案,主席认为有必要时,得请原提案人,向大会详细说明理由。第九条:提案人如对原提案有修改或补充时,须经主席许可,如欲撤销原提案时,须经连署人或附议人同意。
Article 1: These Rules are based on the principle of democratic centralism. Article 2: The presidium of the General Assembly shall be set at 37, with the list raised by the General Assembly’s Preparatory Committee on behalf of the delegates. Article 3: Before each meeting, the Secretary-General shall report to the General Assembly the number of representatives present and absent. Article 4: Every assembly shall be attended by more than half of all the representatives and shall have a meeting. Each motion shall be subject to the passing of more than half of the representatives present at the beginning of the meeting. When the resolutions are affirmative and agreeing with the objections, it shall depend on the chairman. Article 5: All deputies shall attend by themselves and may not invite others to replace them. Article 6: All representatives present have the right to speak, vote, vote and stand for election, and the representatives present only have the right to speak. Article 7: Each proposal must be accompanied by two or more persons. Only after three or more parties have agreed to set up a motion for interim motion shall be subject to discussion. Article 8: If the chairman considers it necessary, he or she may ask the original sponsor to elaborate on the reasons for the meeting. Article 9: Proponents who modify or supplement the original proposal, subject to the permission of the chairman, may, subject to the consent of the signatory or the authorizing party, revoke the original proposal.
