1958—1959学年度安徽省小学教学计划规定：第一至第四学年，省辖市市区小学皆应开设手工劳动课，省辖市郊区小学，小城镇小学和农村小学，凡师资、设备条件具备的，也应开设手工劳动课。手工劳动的教学内容，各地可以参考“小学手工劳动教学参考资料”（安徽省小学手工劳动教学研究组编），将其中的纸工作业和刺绣作业适当删减，增加教学实验园地和教室生物角里的作业。这些规定贯彻了毛主席提出的教育方针，使小学教育更好地与生产劳动相结合。
