刘铭传,1836年9月7日(道光十六年生),1896年1月12日(光绪二十二年)逝世。安徽肥西人,字省三,号大潜山人。1884年中法战争爆发,大清帝国重新启用淮军将领刘铭传,派其以福建巡抚身份督办台湾军务。刘铭传到台后积极整备岸防,曾一度击退登陆基隆的法军。中法战争落幕后,大清帝国于1885年决定在台湾建省,刘铭传任命为台湾首任巡抚。在台期间,他除建设多处炮台、兵工厂等近代化军备外,还推行多项基础建设,包括铺设最初的台湾铁路(初期仅大稻埕到锡口段完工通车)、福州和沪尾(今新北市淡水区)间的海底电缆,
