在公路建设大规模向山区发展、建设难度不断增加的情况下,施工安全问题日益突出,形势严峻.当前,解决这一现实课题的关键在于:深入研究其产生的原因进一步提高对山区公路施工安全特点和规律的认识,从创建安全文化、健全安全法规、落实安全责任、依靠安全科技和加大安全投入五个方面入手,强化管理,实现人机环境的和谐与统一,确保山区公路施工本质安全.
