当前,我国航天科技工业正处在一个关键时期,我们要站在“三个全局”的高度来认识航天精神文明建设所处的战略地位。第一个全局是国际斗争的全局。航天事业维系着国家的安危,民族的盛衰,关系到我国在国际上的声望和地位,具有很强的政治性。航天事业的发展只有服从和服务于我国政治、军事、外交斗争的战略全局,才会有正确的方向。加强精神文明建设是坚定这一方向的政治保证。第二个全局是现代化建设的全局。我国航天事业是社会主义现代化建设的重要组成部分,航天系统具有光荣的革命传统,几十年来形成的航天精神正是进行现代化建设所应有的精神风貌。在新形势下,我们理应把精神文明建设搞得更好,努力走在全国的前列。第三个全局是航天自身发展的全局。40多年来,我们的成功和挫折反复验证,航天事业高新的技术和高风险性必然要求有更高的献身与勇攀技术高峰的精
