6月16日,黑龙江省十二届人大常委会第二十次会议在哈尔滨召开。省委书记、省人大常委会主任王宪魁,省人大常委会副主任陈述涛、符凤春、庞义华、朱清文出席会议,常务副主任盖如垠主持会议。会议听取了黑龙江省通信管理局刘茂先局长作的关于《黑龙江省电信设施建设与保护条例》(以下简称《条例》)草案的说明,省政府法制办公室主任宋伟作的关于《黑龙江省规范行政执法条例》草案的说明等。
