2011年是上海“十二五”发展的开局年,全市高新技术产业发展的规模和水平,关系到产业能级的进一步提升,也关系到全市经济发展新增长点的形成和培育。因此,很有必要充分认清高新技术产业发展中的矛盾和问题,并在此基础上提出相应的对策和建议。
2011 is the first year of Shanghai’s “Twelfth Five-Year Plan” development. The scale and level of the development of hi-tech industries in the city are related to the further enhancement of industrial energy level and the formation and cultivation of a new economic growth point in the city. Therefore, it is necessary to fully recognize the contradictions and problems in the development of high-tech industries and put forward corresponding countermeasures and suggestions on this basis.
