2000年以来,政府人事制度实施战略改革,主要任务就是调整人才结构,将建立与市场经济相配套的人事管理体制和整体性人才资源开发相结合,将完善公务员制度建设与多种人才分类管理相结合。为此,各地政府部门从自身条件出发,在调整公务员职位设置和机构编制的同时,转变人事管理思维,建立更加灵活多变的用人制度,以适应当前行政环境多样化和多变化的需要。笔者总结政府部门在用人制度改革方面主要尝试如下:
