The amount of water resources and the quality of the merits, directly restricts the improvement of human living standards and economic and social development. The development and utilization of water resources play a great role in the construction of the national economy and the improvement of people’s living standard. It is necessary to rationally develop, utilize and protect water resources, ensure the improvement of people’s living standards and the demand for water by the national economy, and achieve the sustainable development of water resources use.
