袁亮在《中国出版》1994年第2期上,就加强出版宏观管理,提出了六点建议: ——建立与完善社长、总编,主编资格认可制度。资格认可的范围,只限于出版社、期刊社的正职;资格认可的内容应包括思想上拥护社会主义出版工作的方针政策,业务上有五年以上的出版,编辑实践经验。毫无出版实践经验的,不能任正职;被一个出版社撤职的人员,应按不合格对待。
Yuan Liang published “China Publishing” in 1994 the second period, to strengthen the publication of macroeconomic management, made six suggestions: - To establish and improve the president, chief editor, chief editor qualification system. The scope of accreditation is limited to the posts of publishing houses and periodicals. The contents of accreditation should include guidelines and policies that ideologically support the publishing work of socialism and have more than five years of publishing and editing experience in business. There is no practical experience in publishing, can not hold the post; staff dismissed by a publishing house, should be treated as unqualified.
