大力加强新形势下民兵思想政治建设,是确保“打得赢”、“不变质”的重大课题。中央《关于加强和改进城市民兵工作的意见》指出,强化民兵政治工作,要把思想政治建设摆在民兵各项建设的首位。通过强有力的思想政治工作,保证党对民兵的绝对领导,保证民兵政治合格,保证民兵各项任务的完成。
