为减轻家长负担,香港自2007学年起以“学券”形式为所有3～6岁幼儿的家长提供学费资助。每人每年最多可获1.3万港元,到2011学年将会增加至1.6万港元。所有本地非营利幼儿园只要每年学费不超过2.4万港元,都可以按实际招生人数向政府兑现学券。届时,政府每年为推行该计划将额外投放20亿港元幼教经费,全港90%的幼儿和80%以上的幼儿园都将直接受惠,而私立独立幼儿园(即营利幼儿园)不在其列。这一政策不考虑幼儿家庭收入,
To alleviate the burden on parents, Hong Kong has provided tuition subsidies to parents of children aged 3 to 6 in the form of “vouchers” since the 2007 academic year. Each year up to a maximum of 13,000 Hong Kong dollars, 2011 school year will increase to 16,000 Hong Kong dollars. All local non-profit kindergartens can fulfill the voucher to the government according to the actual enrollment as long as the annual tuition fee does not exceed HK $ 24,000. By then, the government will spend an additional $ 2 billion on early childhood education funds to implement the scheme. 90% of all kindergartens and over 80% of kindergartens in Hong Kong will be directly benefited, while private independent kindergartens (that is, for-profit kindergartens) will not be included.
