According to the arrangement of the Transport Bureau of the Ministry of Railways, the Examination and Approval Conference of the Overhaul Regulation of Dongfeng 4D Diesel Locomotive was held in Dalian Locomotive and Rolling Stock Factory from October 27 to 29, 1999. The meeting was presided over by the Ministry of Railways, Ministry of Railways, Locomotive and Vehicle Overhaul Management Research Laboratory. Present at the meeting were the Ministry of Railways Equipment Department of Transportation, China Railway Rolling Stock Industry Corporation, Shanhaiguan, Tianjin, Zhengzhou, Shanghai, Changsha, locomotive depot,
