对于反腐倡廉来说,制度改革需要极大的政治勇气和智慧,必将是一个长久且艰辛的过程。在这一过程中,廉政文化建设可以为深入推进反腐倡廉提供思想保证、精神动力、舆论支持和文化支撑。腐败现象的发生,除了有体制层面原因,还有更深层次的文化层面原因。一个国家、一个部门的廉政文化水平,在一定程度上决定着这个国家、这个部门的廉政状况。党的十八大以来,党中央、国务院高度重视廉政文化建设,多次对加强廉政文化建设提出了新的更高要求。
For combating corruption and promoting ethical reform, institutional reform requires great political courage and wisdom and will surely be a long-term and arduous process. In this process, the construction of a clean and honest culture can provide ideological assurance, spiritual motivation, media support and cultural support for further promoting anti-corruption and building a clean government. In addition to institutional reasons, there are deeper cultural reasons for the occurrence of corruption. The culture of honest government in a country and a department, to a certain extent, determines the clean government in this country and in this sector. Since the 18th CPC National Congress, the CPC Central Committee and State Council have attached great importance to the building of a clean and honest culture and have repeatedly set new and higher requirements on strengthening the building of a clean and honest administration.
