一、实现农村经济、社会和文化的全面发展需要大幅度提高农村的公共服务党的十六大以来,在党中央、国务院提出的“科学发展观”和“构建社会主义和谐社会”的理论指导下,我国经济建设、政治建设、文化建设、社会建设四位一体,互为支撑,构成全面建设小康社会和有中国特色社会主义的新格局,表明我国的社会主义现代化建设已从经济优先发展战略进入到全面、协调和可持续发展战略的新阶段。适应这一转变的需要,必须把建立高效、覆盖全社会的公共服务事业体系提上重要日程。
