苏联教育部长普罗科费夫在《苏维埃教师报》上发表文章,批评苏联现有的教科书和教学资料太拘泥形式,不能明确地讲清各种概念。他说,在许多自然学科中,教师往住鼓励学生去死记那些关键术语,而不是去理解这些术语的含义。大多数学生,在考试中能引用教科书中的现成句子,可是考试后问他们,却很少有人说得出其中重要词语的意思。此外,苏联教科书在很大程度上,忽视了科学发明的社会方面。目前,苏联还召集一批教科书作者,加紧改进现有教科书的质量,以便为实施教育部宣布的全面教育改革计划作好准备。
Prokofv, the Soviet Union’s education minister, published an article in the “Soviet Teachers’ Bulletin” criticizing the existing textbooks and teaching materials in the Soviet Union as being so rigid that they were unable to clarify concepts in a clear manner. In many natural sciences, he says, teachers go in and encourage students to memorize those key terms, not to understand the meaning of these terms. Most students, in exams, can refer to ready-made sentences in textbooks, but when asked to do so after exams, very few say the meaning of important words. In addition, Soviet textbooks largely ignored the social aspects of scientific invention. At present, the Soviet Union also convened a group of textbook authors and stepped up efforts to improve the quality of the existing textbooks so as to prepare for the implementation of the comprehensive education reform plan announced by the Ministry of Education.
