全国颁发国有林权证工作是根据国办发(1989)28号文件精神开展的。各省、市、区无论从组织领导、建立健全发证机构,还是宣传执行党的林业政策法规,都把此项工作当作一件大事来抓,并基本完成了此项工作。但由于各种原因,定权发证及林权证管理工作尚存在不少问题。笔者根据部分省、市、区国有林权证发放工作检查的体会,对国有林定权发证及林权证管理工作提出一些建议,以期使林权证及管理工作日臻完善。
The national issuance of state-owned forest tenure certificates was carried out in the spirit of Document No. 28 (1989) of the State Council. All provinces, cities and districts have taken this work as a major event and have basically completed this task, no matter from organizational leadership, establishment of a sound certification authority, or promotion of the party’s forestry policies and laws. However, due to various reasons, there are still many problems in the management of certificates of title and forest tenure certificates. Based on the inspection of state-owned forest tenure certificates issued by some provinces, cities and districts, the author puts forward some suggestions on the management of state-owned forest certificates and forest tenure certificates so as to improve the forest tenure certificates and management work.
