政府行使职能的保障是政府资产,是政府行为中的物质基础。当前我国缺乏有效管理政府资产,由于配置不均、所有者缺位、不清楚的产权等现象对于有效管理政府资产有直接的影响,因此就需要探索有效以及合适的政府资产管理的模式以及途径,而且希望能够根据一些借鉴找出我国政府有效进行资产管理的方式。对于政府资产定义进行界定,使政府资产的内涵明确,才可以对政府资产管理中的内容得以确定。当前我国政府的资产管理中存在着很多问题,要寻求合适科学的解决方法。通过对政府资产管理中的问题以及借鉴成功的经验进行分析,就会发现市场化模式十分先进。
