2013年,受降雨和干支流及境外来水影响,黑龙江省嫩江、松花江、黑龙江、乌苏里江四大流域洪水齐发,洪水量级之高,来势之猛,破坏性之强,影响范围之广,受灾程度之重,持续时间之长,历史罕见,黑龙江省防汛抗洪工作面临有史以来最为严峻的考验。在各级领导科学指挥、决策下,在广大军民团结奋战、共同努力下,黑龙江省取得了抗洪抢险工作的全面胜利。在积累丰富经验的同时,也暴露出一些亟待解决的问题。本文结合2013年黑龙江省特大洪水的特点,全面分析了洪水成因和存在问题,提出了切实可行的意见和建议,对黑龙江省进一步推进防汛抗洪工作有着极其重要的现实意义。
In 2013, due to the influence of rainfall, tributaries and incoming water, the flood waters in the four major drainage areas of Nenjiang River, Songhua River, Heilongjiang River and Wusuli River in Heilongjiang Province have the highest flood volume, Wide, heavy damage, long duration, history is rare, flood control and flood fighting work in Heilongjiang Province is facing the most severe test ever.
