The meeting was held in Frunze, the Soviet Union in October 1983, marking the twentieth anniversary of the first Siberian Conference in 1963. More than 300 delegates from 143 research institutes, education and research institutes and production consortia in 44 cities of the Soviet Union attended. More than 200 reports dealt with the theoretical and experimental studies of gas plasma discharge, the discussion of electrode phenomena, the introduction of plasma diagnostic methods and instruments, the research and application of various types of plasma generators, and the automation of plasma processes.
