2010年以来,中国出入境检验检疫机构先后两次分别从德国进口的油菜种子和新西兰进口的青菜种子中截获我国禁止进境植物检疫性有害生物--油菜茎基溃疡病菌(Leptosphaeria maculans(Desm.)Ces.et De Not.)。为防止该疫情传入,保护我国农业生产安全,根据《中华人民共和国进出境动植物检疫法》等有关法律法规的规定及风险分析结果,决定对德国和新西兰油菜茎基溃疡病菌寄主植物采取临时紧急检疫措施。
