张光斗致中国继续工程教育协会的信

针对我国继续教育发展的状况,著名水利工程专家、中国科学院院士、中国工程院院士张光斗教授于1994年12月10日给中国继续工程教育协会写了一封内容极为中肯的建议信。协会蒋冠庄理事长极为重视,阅后立即指示:“全文刊登会刊”。遵此,我们将信全文刊出,以飨读者。张教授在信中给我们提出一个很重要的课题:“一个国家发展工业生产力,使工业产品和服务在国际上有竞争能力,必须进行继续工程教育”。即是要通过继续工程教育,尽快把最新科技成果转化为有竞争能力的产品打向世界,体现科技是第一生产力。为此,就应该侧重对大学毕业后在职工程师的知识更新教育。也就是通过这样一种方式来进行继续工程教育,即研究开发人员把科技新成果(或是引进的新设备、新技术)讲给工程师听,并征求改进意见,双方互相学习,经过改进(消化、吸收),再投入中间试验,获得新产品(创新),反复改进后,形成有竞争能力的产品,把科技成果转化成为生产力。然后再把已开发成为生产力的工程技术传授给广大的工程师们,以扩大产品的开发。如此形成良性循环。张教授认为,我国现在进行的继续工程教育包括职工培训教育、成人教育等在内的广义教育都很重要,但上述的继续工程教育,则更应引起重视。蒋冠庄理事长认为“张教授的意见是对的,广义的、狭义的,重点在狭义的”。希望大家认真思考及实践,更欢迎大家提供实践后总结的经验,以进一步宣传交流,共同提高。 In response to the development of China’s continuing education, well-known experts in water conservancy, Chinese Academy of Sciences, Chinese Academy of Engineering Professor Zhang Guang-Doo on December 10, 1994 to China Institute of Continuing Education wrote a very sincere letter of recommendation. Professor Zhang presented us with a very important topic in his letter: “In developing a country’s industrial productive forces so that industrial products and services are competitive internationally, it is necessary to carry out further engineering education.” That is, we should continue to educate our students and transform the latest achievements in science and technology into competitive products to the world as soon as possible. This shows that science and technology are primary productive forces. To this end, we should focus on updating the knowledge of in-service engineers after graduating from college. That is, continuing engineering education is carried out in such a way that research and development personnel listen to engineers for new achievements in science and technology (or introduce new equipment and technologies) and seek improvements, learn from each other and improve (digest , Absorption), and then into the intermediate test, access to new products (innovation), repeated improvement, the formation of competitive products, the scientific and technological achievements into productive forces. And then have been developed into productive engineering technology to the vast number of engineers to expand product development. This formed a virtuous circle. Professor Zhang believes that continuing education in our country, including general education including employee training and education, adult education, is very important now. However, the continuous engineering education mentioned above should pay more attention. Jiang Guanzhuang chairman that “Professor Zhang’s opinion is right, broad, narrow, the focus is narrow”. I hope all of you will think and practice hard, and we welcome all the experiences we have summed up after the practice so as to further publicize the exchange and improve together.
