Fan Shikang, party secretary of the northern suburb of Taiyuan City, persisted in penetrating grassroots units and traveled throughout the region for 192 administrative villages, 245 natural villages and 189 schools in two years. Many peasants in remote mountain villages know “our fan book.” “Our Communist Party cadres can work in unity with the people only if they live and work with the people.” In March 1995, Fan Shikang came to the northern suburbs. At a meeting with all cadres in the region, he said in solemn terms: “Only by sharing the common aspirations of the people and the common people can the cadres of the communist party make people work with one heart and one mind, we should always be filled with ordinary people and benefit more for them.” On the fourth day of his tenure, he just
