2003年7月,省十届人大常委会第5次会议通过决议,批准省政府《关于解决省属水电站移民遗留问题议案的办理情况报告》,予以结案。但结案并不意味着结束。会议的有关决议要求,解决省属水电站移民遗留问题的工作力度应继续加大,各级政府应采取各项有力措施,力争用5年时间基本解决水电站移民遗留问题。议案的结案,还远不是一个完满的句号,而恰是一个全新的起点。
In July 2003, the 5th meeting of the Standing Committee of the Provincial People’s Congress passed a resolution approving the provincial government’s “Report on the Handling of the Proposal on Resolving the Problems Resolved by the Migrants from Provincial Hydropower Plants”, and closed the case. But closing does not mean ending. The relevant resolutions of the meeting require that efforts to solve the remaining problems of resettlement of provincial hydropower stations should continue to be intensified and all levels of government should take effective measures to strive to basically solve the remaining problems of hydropower station immigrants in five years. Closing the motion, is far from a perfect period, but just a new starting point.
