铁路是国民经济的大动脉,国家运输体系的骨干。长期以来,高度集中统一的管理体制,使铁路投资短缺,裹足不前,乃至成为制约国民经济发展的“瓶颈”。福建铁路的建设由于历史原因更是长期处于困境。本应是“先行官”的铁路落伍了。党的十四大把建立社会主义市场经济体制确定为中国改革的总体目标。市场呼唤铁路,铁路呼唤改革。福建铁路必须面对挑战,把握机遇,审时度势,明确目标,建立起适应市场机制的新型的经营机制与管理模式,开辟一条福建铁路大建设、大发展的有效途径。
The railway is the artery of the national economy and the backbone of the national transport system. For a long time, the highly concentrated and unified management system has caused a shortage of railway investment and stagnated it and has even become a “bottleneck” restricting the development of the national economy. Due to historical reasons, the construction of Fujian Railway is even more troubling for a long time. The railway that should have been a “forerunner” was outdated. The 14th CPC National Congress set the establishment of a socialist market economic system as the overall goal of China’s reform. The market calls for railways, railways call for reform. Fujian Railway must meet the challenges, grasp the opportunities, assess the situation and clarify the goals, establish a new management mechanism and management mode that is suitable for the market mechanism, and open up an effective way for the large-scale development and construction of the railway in Fujian.
