海西经济发展必须选择循环经济发展模式。该模式的运行需建立在严格的评控基础上,评控的关键是建立一个切实可行的评价指标体系,及运行该体系的信息平台。运行这个体系的信息平台SMSPCE包括主要经济指标和循环经济相关监测数据、能源及其它资源消费结构、新能源技术的应用、城市规划和建设中凸显低碳经济、新能源汽车、环保措施与循环经济等六大类数据的自动采集和半自动采集。循环经济统计监测系统及其相关平台的建立对于引导和推动海西各级发展主体转变发展观,走协调、可持续发展的道路,促进政府决策的科学化具有十分重要的意义。
