On the night of January 14, 1999, when Ichiro Ozawa, the leader of Japan’s Liberal Party who just took part in the ruling party, met with reporters in Tokyo, he claimed in the relevant bill of defense guidelines for Japan-US-Japan that the “peripheral events” mentioned in the relevant bills include Russia, the Korean Peninsula, China and Taiwan of China.
