经过民国30余年的立法活动,逐步建立了一套比较完整、系统、稳定的私立教育法律体系,有效地推动并规范了私立教育的发展。立法渐趋民主化与专业化,重视法律的稳定性与连续性,立法技术简练、明确、具体、严谨是这一阶段私立教育立法的鲜明特色,这为当前中国民办教育立法工作积累了宝贵经验。另外,民国时期私立教育立法与贯彻实施环节不协调所留下的深刻教训,在当今民办教育法制建设中也必须予以重视。
After more than 30 years of legislative activities in the Republic of China, a relatively complete, systematic and stable private education legal system has been gradually established to effectively promote and standardize the development of private education. The legislative democratization and specialization are paying more attention to the stability and continuity of the law. The concise, specific, rigorous legislation technique is the distinctive feature of the private education legislation at this stage, which has accumulated valuable experience for the current private education in China. . In addition, the profound lessons learned from the uncoordinated implementation of private education legislation in the Republic of China during the implementation of non-state education must also be given priority in the legal construction of private education.
