历史上,任何一种政治制度均是其国家、民族政治文化传统基因与所处时代相互作用的结果。所谓“二元化权力体系”的内涵是指在日本政治发展史上,古代的日本政治长期在权力与权威分离的二元权力下运行,但在古代不同历史时期具有不同的内涵。古代二元化权力体系在初期表现为天皇朝廷与摄政、院政二元对立共存;后期则表现为天皇朝廷精神权威与幕政二元对立共存;“王政复古”后,近代的二元化权力体系由古代单一的二元化权力体系嬗变为多重的二元化权力体系。
