党的十四届四中全会的《决定》指出:“抓紧培养和选拔优秀年轻干部,努力造就大批能够跨世纪担当重任的领导人才。”本文拟就对这个问题作些探讨。跨世纪领导人才应具备的基本素质要有坚定正确的政治方向。作为跨世纪的领导人才首先必须是政治上的强者。要有坚定的社会主义共产主义的理想和信念,要有很强的党性原则,牢记党的根本宗旨,不断增强民主集中制意识,自觉维护党中央的权威。要学习掌握邓小平建设有中国特色社会主义

The basic qualities that cross-century leaders should have are a firm and correct political orientation. As a trans-century leader, we must first be a strong political opponent. To have firm ideals and conviction in communist communism, we must have a strong principle of party spirit, keeping in mind the fundamental purposes of the party, continuously enhancing the awareness of democratic centralism and consciously safeguarding the authority of the party Central Committee.
