随着全球经济一体化的发展,以计算机和网络为主的信息技术产业已超越本世纪最兴盛的电力、汽车和钢铁工业,成为全球经济增长的火车头。但是,长期以来,我国在经济发展过程中没有把信息化作为发挥后发优势的战略目标,忽视了世界新技术革命下信息化对经济增长的作用,整个信息产业的发展相对落后,远不能适应市场经济发展的需要。因此,当前我国要保持经济的持续快速增长,大力发展信息产业是一个关键。
