日本人对待知识和情报,从明治维新以来,一向是很重视的。第二次世界大战以后,从美国引进大量技术,因此日本是在本身文化的基础上,吸收世界各国的经验发展起来的。在长期的学习过程中,养成了虚心求教的传统。一般日本人是好学敏求的,很欢迎别人提问,自己尽可能作出解答,在提问和解答的一问一答中,就是情报的一种流通方式,一个提供情报,另一个取得情报。在对待科学技术上的不同意见方面,必要时提请上级裁决,或由上级命令争论的双方分头去搜集情报,这样就可避免仓促行事。
