2011年是“十二五”元年,也是完成医药卫生体制五项重点改革3年任务的攻坚之年和收官之年。时至今日,国务院常务会议通过《关于深化医药卫生体制改革的意见》和《2009-2011年深化医药卫生体制改革实施方案》,新一轮医改方案正式出台已经两年多了。按照规划,2009年到2011年要抓好五项改革,包括加快推进基本医疗保障制度建设,初步建立国家基本药物制度,健全基层医疗卫生服务体系,促进基本公共卫生服务均等化和推进公立医院改革。
2011 is the first year of the 12th Five-Year Plan and also the crucial year and ending year of the three-year task of completing the five key reforms of the medical and health system. Up to now, the State Council executive meeting passed the “Opinions on Deepening the Reform of the Medical and Health System” and the “Plan for Deepening the Reform of the Medical and Health System in 2009-2012”.
