实力和实力分配是国际行为的主要决定因素。路易·J·哈勒(Louis J·Halle)在《文明与外交政策》一书中说过:“政治的永恒问题不是废除权力而是要驯服和控制它,把权力限制在有限的范围内”。按照这种看法,在现行的多国体系中,如同在“罗马帝国统治下的和平”时代(那时欧洲由单一的权威统治)一样,权力都具有重要的意义。“仅仅只是组织得不同,如此而已”。权力所具有的重要性,使完全取消它成为不可能,而是需要对它加以适当的控制和限制。在一个多国系统中,彼此独立的成员之间合理分配权力是能遏制权力的。势力均衡既是指这种实力分配和系统中各成员的相对实力,又是表明成员的相互关系。
