通过对金属矿山尾矿库安全管理水平评价因素的研究,建立金属矿山尾矿库安全管理水平评价指标体系,确定了组织管理水平、制度实施水平、日常管理水平3个一级指标以及安全管理及技术人员、尾矿库内部安全规则、重点部位的监测等12个二级指标。运用专家打分法确定了尾矿库安全管理水平各层评价指标的权重以及第3层次的模糊关系综合矩阵,建立了模糊综合评价量化模型。最后对某尾矿库的安全管理水平进行等级划分及评价计算,对量化指标的合理性进行了验证,研究结果对于提升金属矿山尾矿库的安全管理水平具有参考价值和指导作用。
Through the research on the evaluation factors of the safety management level of the tailings mines in metal mines, the evaluation index system of the safety management level of tailings mines in metal mines is established, and three first-level indicators of organization and management level, system implementation level and daily management level as well as safety management and Technical personnel, tailings warehouse internal safety rules, key parts of the monitoring of 12 secondary indicators. Using expert scoring method to determine the weight of each level of evaluation indicators of the level of safety management of tailings pond and the fuzzy matrix of the third level, a fuzzy comprehensive evaluation quantitative model was established. Finally, the level of safety management level of a tailings dam is divided and evaluated, and the rationality of the quantitative indicators is verified. The research results have reference value and guidance for improving the safety management level of the tailings dam.
