1999年,宁波市提出了以加快建设高素质人才队伍、加快发展高新技术产业、加快发展高等教育为主要内容的科教兴市“一号工程”。5年来,我市高等教育事业发展实现了历史性的跨越,高等教育毛入学率已从1999年的10.5％上升到2002年的27.5％。目前,在甬普通高校有12所,其中本科院校3所,高职高专9所,2002年全日制本科在校生2.3万人,高职高专在校生4万人,高等职业教育已占到66％,高等职业教育的快速发展,对推进高等教育的大众化进程,加快经济和社会发展发挥了愈来愈重要的作用。
