“5·12”汶川特大地震所带来的贫困是深远而复杂的。社会组织大规模参与灾后社区扶贫具有一定的必然性,并已经初步构建起灾后社区扶贫模式。该模式在确定权利边界、回应社区扶贫需求、推进社区自治和自身队伍建设上还存在明显不足,本文从制度环境、扶贫方法、社区合作和队伍能力建设等方面给出了建议。
The poverty caused by the May 12 earthquake in Wenchuan is profound and complex. The large-scale participation of social organizations in post-disaster community-based poverty alleviation has certain inevitability, and the post-disaster community poverty alleviation mode has been initially established. This model has obvious deficiencies in determining the right border, responding to the needs of the community for poverty alleviation, promoting community autonomy and building the ranks of its own. This article gives some suggestions on institutional environment, poverty alleviation methods, community cooperation and team capacity building.
