河北省高邑县付村乡以前在全县是出名的穷乡,岗坡旱地多,农民收入少,财政收入少。1996年合乡并镇后,县财政局调整充实了乡财政所力量,财政所紧紧依靠县财政的支持,为乡党委、政府出谋划策,当好参谋,一手抓发展特色农业生产,一手抓扶持乡镇企业发展,大力培植财源,使乡财政收入逐年增长。财政收入由1998年的445万元增加到2001年的639万元,短短三年付村乡财政收入由原来的全县倒数第一,一跃成为全县乡财政的排头兵。一、大力支持特色农业,培植特色财源
