列宁格勒水工建筑设计院对萨彦－舒申斯克和马雅水库及马雅水电站至克拉斯诺雅尔斯克水库回水区的水温和冰情进行了实地观测研究。结果认为，萨彦－舒申斯克水电综合体的设计值是正确的。但在冬季，根据冰层形成条件下的最大水位预报，河床泄洪能力急剧下降（水位相关系数Ｋ＝０．１５～０．２０），必须采取技术措施保护米努辛斯克等市镇免受淹没。
Leningrad Hydro Design Institute conducted field observations of the water temperature and ice conditions in the backwater areas of Sayan-Shushenskaya, Maya and Maya hydro-power stations to the Krasnoyarsk reservoir. As a result, the design value of the Sayan-Shushenskaya hydropower complex is correct. However, in winter, according to the prediction of the maximum water level under ice formation, the discharge capacity of riverbed drastically declines (water level correlation coefficient K = 0.15-0.20) and technical measures must be taken to protect sub-cities like Minusinsk from inundation .
