每到雨季,包括“极度缺水”的北京在内,我国许多城市转眼之间就呈现“水多”之怪状。多年来,许多城市都饱受内涝之苦,造成巨大的损失和恶劣的社会影响,甚至付出生命的代价。近年,城市水涝灾害还呈加剧之势,引起政府和社会各界的高度重视。事实上,在遭受水涝困扰的同时,许多地方同时还面临严重的雨水径流污染甚至危及供水水源、造成严重缺水和地下水水位的大幅度下降、生态环境恶化等多重与雨洪关系密切的问题。
