从我区的情况看,区街小企业产生短期行为的原因,主要有以下几方面:一是承包合同不完善,为短期行为提供了内在条件。二是现行干部管理制度与承包期限缺乏有机联系,客观上为承包人搞短期行为留有后路。三是承包指标与检查考核办法不配套。如有个生产部优产品的企业,由于连续两个月未完成产值计划,每月扣罚承包人50%基本工资,承包人叫苦不迭,为完成产值计划,硬着头皮生产了一批非畅销产品,使大量流动资金被占压,企业处境艰难。四是区街集体企业的待遇不公平,人心不安,经营波动,也助长了短期行为。为了防止和克服短期行为,笔者认为,应采取如下对策:
