干部工作法制化,既是过程性概念,也是终极性目标。近期,我们专门成立调研组,深入基层干部群众中间,采取座谈访谈、问卷调查、专题研讨等方式,对干部工作法制化进行调研。我们发现,近年来中央始终把法规制度建设作为提高干部工作法制化水平的重要抓手,从干部选育用考管等方面制定了一系列法规政策,形成了较为完备的干部工作法规制度体系和配套措施,从宏观层面初步解决了干部工作“有法可依、有法必依、执法必严、违法必究”的问题。但与此同时,基层也遇到一些困惑和难题,大家普遍盼望干部工作法制化应处理好党管干部原则与“党必须在宪法和法律的范围内活动”的关系,从主观意识、实施主体、操作规程三个层面实现渐进式转变。
