广州市国土房管理局、市房改住建办会同有关部门,根据去年国家五部局颁布的《城镇最低收入家庭廉租住房管理办法》以及广东省委、省政府《十项民心工程》的要求,在总结广州市多年解困工作中积累的实践经验和借鉴兄弟省市成功经验的基础上,提出了以发放租赁住房补贴为主,实物配租和租金核减为辅的保障方式,并制定了实施方案,经市府常务会议研究通过后,于去年11月23日下发了《广州市解决城镇双特困户住房实施方案》。
