《中华人民共和国档案法实施办法》已于1990年10月24日经国务院批准,国家档案局第一号令颁布,自1990年11月19日起施行。国家档案局、国务院法制局于11月24日联台举行了新闻发布会。国家档案局局长冯子直在会上指出,《档案法实施办法》规定了公民和组织对档案所具有的权利和义务,进一步明确了对国家和社会有保存价值的档案范围,具体规定了国家档案局、县以上地方各级档案行政管理部门的职责,以及机关、团体、企业事业单位和其他组织内的档案机构
The Measures for the Implementation of the Archives Law of the People’s Republic of China was approved by the State Council on October 24, 1990 and promulgated by Order No. 1 of the State Archives Bureau and came into force on November 19, 1990. The State Archives Bureau and the State Council Legislative Affairs Bureau held a press conference on November 24 in conjunction with Taiwan. FENG Zi-zhi, director of the State Archives Bureau, pointed out at the meeting that the Measures for the Implementation of the Archives Law stipulate the rights and obligations that citizens and organizations have over archives and further define the range of archives that have the value of preservation for the country and society.
