中国国有企业建立现代企业制度是实现经济体制根本性转变的必然要求,而实行股份制又是国有企业改革的方向。在经济体制转变过程中,作为市场经济经营主体的国有企业,由于股份制所要求的内部起主导作用的真正股东的缺乏,而盲目推进股份制改革,其总体效益也是降低的。为彻底清除传统国有企业无活力无效率的病根,只有从确立股东入手。
The establishment of a modern enterprise system by Chinese state-owned enterprises is an inevitable requirement for the fundamental transformation of the economic system. However, the introduction of the shareholding system is also the direction for the reform of state-owned enterprises. In the process of transforming the economic system, the state-owned enterprises, as the main body of the market economy, have blindly pushed forward the reform of the joint-stock system due to the lack of an internal, leading shareholder, which is required by the shareholding system, and its overall efficiency is also reduced. In order to completely eliminate the root causes of the vitality and inefficiency of traditional state-owned enterprises, we should only start with establishing shareholders.
