随着我国经济的不断发展,民众生活水平不断提高,对医疗卫生需求激增,尤其是2003年SARS事件之后,政府大幅度增加卫生防疫经费投入,在近十年来的不断投入中,疾控中心在人员、经费、固定资产等方面都得到了空前的发展,同时科学研究机构也增加了对公共卫生领域的投入。因疾控中心规模的不断扩大,其原有的管理思想与管理手段已显不足。为应对变化与需求,笔者提出建立疾控中心“财务业务一体化”信息系统,以信息技术为手段,重新定位财务部门的职能,完善疾控中心管理制度与流程,整合财务与非财务、管理与业务等信息,以达到现代疾控中心管理的要求。提升信息采集能力,规范内部控制管理流程,减少错误纰漏的出现,降低内部管理成本,提高决策管理水平。

In order to cope with the changes and demands, the author proposes to establish a CDC “financial business integration ” information system, and use information technology as a means to reposition the functions of the financial department, improve the CDC management system and procedures, and integrate financial and non-financial , Management and business information, in order to achieve the modern CDC management requirements. Improve information collection capabilities, standardize internal control management processes, reduce errors and omissions, lower internal management costs and improve decision-making management.
