第一,“入世”并不意味着我国所有产品都对世贸组织成员开放。其一,世贸组织并不要求其成员完全实行自由贸易,而是依本国工业的竞争力和发展,使用合理的关税保护国内工业。我们的关税水平的确定始终要以维护我国的经贸利益,促进国内经济发展为基本原则。其二,世贸组织主张各成员一般禁止使用数量限制、或其他非关税措施限制进口,但在符合世贸组织保障措施及其例外规定的情况下,仍然允许使用少量的非关税措施保护国内产业。“入世”只是要求我们按其协议或规定,进一步规范非关税措施,并承诺分阶段逐步减少或取消这些措施。其三,“入世”后当某种货物的进口造成了我国与之相竞争的国内同类产品生产企业的实质性损害,我们仍然可以按世贸
First, “joining the WTO” does not mean that all our products are open to WTO members. First, the WTO does not require its members to fully implement free trade. Instead, it uses the reasonable tariffs to protect domestic industries in accordance with the competitiveness and development of their industries. The determination of our tariff level should always be based on the principle of safeguarding the economic and trade interests of our country and promoting the development of the domestic economy. Second, the WTO advocates that members generally prohibit the use of quantitative restrictions or other non-tariff measures that restrict imports, but still allow a small amount of non-tariff measures to protect domestic industries if the WTO safeguards and their exceptions are met. The accession to the WTO merely requires us to further standardize non-tariff measures in accordance with their agreements or regulations and promised to gradually reduce or cancel these measures in stages.
