目前多数乡镇卫生院处于设备陈旧、房屋简陋、知识老化的境地,尽管各级党和政府采取了一系列措施,但收不抵支依然困扰着农村乡镇卫生院,在短期内难以走出困境。面对现实,笔者有幸参观学习了温州市乡镇卫生院运用产权效益的激励机制,实行股份合作制改组的经验,很受启发。现将他们的作法与体会作一些介绍,仅供关心农村卫生事业,研究农村卫生经济的同志参考。
At present, most township and township health centers are in a state of outdated equipment, poor housing, and ageing knowledge. Despite the series of measures adopted by the party and government at all levels, the failure to pay the bills still plague rural township hospitals and it is difficult to get out of the predicament in the short term. In the face of reality, the author had the privilege of visiting and learning the incentive mechanism for the use of the property rights benefits of township hospitals in Wenzhou, and the experience of restructuring the joint-stock cooperative system was inspiring. Now they will give some introductions on their practices and experiences. They are only for the reference of comrades who care about rural health undertakings and study the rural health economy.
